【摘要】:Inordertoensuredataconsistency,itisimportanttousestandardizedterminologyanddefinitionsindescribingoilingconditions.Thisguideprovidesatemplateforthatpurpose.Dataonoilingconditionsatashorelineareneededtoprovideanaccurateperspectiveofthenatureandscaleoftheoilingproblemandtofacilitatespill-responseplanninganddecisionmaking.Dataonoilingconditionswouldbeusedinassessingtheneedforcleanupactions,selectingthemostappropriateresponsetechnique(s),determiningprioritiesforcleanup,andevaluatingtheendpointofcleanupactivities.Mechanismsbywhichdataarecollectedmayvary(seeGuideF1686).3,4Theymayincludeaerialvideotapesurveysorground-levelassessmentsurveys.Thecompositionandresponsibilityofthesurveyteamwilldependontheresponseorganizationandobjectives.Themagnitudeandtypeofdatasetscollectedmaylikewisevarywiththenatureofthespillandoperationalneeds.5,6Consistentdatasets(observationsandmeasurements)onshorelineoilingconditionsareessentialwithinanyonespillinordertocomparethedatabetweendifferentsitesorobservers,andtocomparethedataagainstexistingbenchmarksorcriteriathathavebeendevelopedtoratethenatureorseverityoftheoiling.Totheextentpossible,consistencyisalsodesirablebetweendifferentspills,inordertobenefitfrompreviousexperiencesandcleanupdecisions.Itisrecognizedthatsomemodificationsmaybeappropriatebasedonlocalorregionalgeographicconditionsoruponthespecificcharacterofthestrandedoil.1.1Thisguidecoversthestandardizedterminologyandtypesofobservationaldataandindicesappropriatetodescribethequantity,nature,anddistributionofoilandphysicaloilingconditionsonshorelinesthathavebeencontaminatedbyanoilspill.1.2Thisguidedoesnotaddressthemechanismsandfieldproceduresbywhichthenecessarydataaregathered;nordoesitaddressterminologyusedtodescribetheculturalresourceorecologicalcharacterofoiledshorelines,spillmonitoring,orcleanuptechniques.1.3Thisguideappliestomarineshorelines(includingestuaries)andmayalsobeusedinfreshwaterenvironments(riversandlakes).1.4ThevaluesstatedinSIunitsaretoberegardedasthestandard.Thevaluesgiveninparenthesesareforinformationonly.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
