【摘要】:Programandprojectestimatesareanecessarypartofplanningandimplementinganyprogramofwork.Theseestimatesareusedbypersonsinvolvedintheplanningandmanagementofprogramsandprojects.Theyareanessentialpartofestablishinginitialbudgetsandprovideaframeworkforcontinuingupdatespermittingcostcontrolthroughthelifeofaprogramanditsvariousprojects.Usersincludeowners,developers,facilitiesprogrammers,financialmanagers,companycontrollers,executives,programmanagers,projectmanagers,andspecialistcostplannersincludinglifecyclecostanalysts.Theyarealsoofuseinriskmanagement,andalsoprovideaconsistentlistofmajoractivityphasesforuseinprogramandprojecttimeschedules.1.1Thisclassificationestablishesaclassificationofcostsummariesforusewhenestimatingprogramandprojectcosts.1.2Thisclassificationcanbeappliedtoconstructionprogramsandprojectsthatincludeoneormoreconstructionworkprojects.1.3Thisclassificationisnotbasedonpermanentphysicalelementsofconstruction(asdefinedandclassifiedinClassificationE1557forexample);rather,theclassificationitemsarecostcomponentscommontomostprogramandprojectestimates.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
