【摘要】:ThisEuropeanStandardspecifiesthetechnicalrequirementstominimisethehazardslistedinClause4whichcanariseduringthecommissioning,operationandmaintenanceofdisabled/incapacitatedpassengerboardingvehicleswhenusedasintendedandundertheconditionsofmisusewhicharereasonablyforeseeablebythemanufacturerorhisauthorisedrepresentative.Italsotakesintoaccountsomeperformancerequirementsrecognizedasessentialbyauthorities,aircraftandgroundsupportequipment(GSE)manufacturersaswellasairlinesandhandlingagencies.ThisEuropeanStandarddefinesspecificsafetyrequirementsfortransporters/boardingvehiclesfortransporting/boardingincapacitatedordisabledpassengersasdefinedunder3.1,hereafterreferredtoasboardingvehicles.ThisEuropeanStandardappliestopedestriancontrolledself-propelledboardingvehicles,self-propelledboardingvehicleswithintegrateddriver’saccommodationandtowableboardingvehicles,usedformovingdisabledorincapacitatedpassengersatanairportbetweentheterminalbuildingandtheaircraftrampandtoboardanddisembarkthosepassengerstoandfromcivilaircraft.ExamplesofsometypicalboardingvehiclesareshowninAnnexA.ThisEuropeanStandardassumesthatadisabledorincapacitatedpassengermaybeaccompaniedbyanattendantandmaybeseatedinawheelchairorrecliningonastretchertrolley.ThisEuropeanStandardalsoassumesthatthetypesofwheelchairswhichmaybeemployedcouldbe:?Standardtypewheelchairs,e.g.inaccordancewithEN12183;?Wheelchairswithorwithoutoccupantself-restraintsystem;?Aircraftaisle-widthwheelchairs;?Non-standardwheelchairsusedatairports;?Nonoccupantpropelledwheelchairs;?Batterypoweredwheelchairs,e.g.inaccordancewithEN12184.ThisEuropeanStandarddoesnotapplytootherformsofaircraftloadersnotspecificallydesignedforboardingofincapacitatedordisabledpassengers,e.g.mobilelounges,boardingbridgesorexternallymountedpodssuchasusedonhelicopters.NoiseandvibrationaredealtwithrespectivelyinEN1915-4andEN1915-3.ThisEuropeanStandarddoesnotdealwithhazardsinrespecttoastandardautomotivechassisandfromothervehiclesontheapron.ThisPartofEN12312isnotapplicabletodisabled/incapacitatedpassengerboardingvehicleswhicharemanufacturedbeforethedateofpublicationbyCENofthisstandard.
